Should each department buy a license for their own elk instances and own purposes?
Or it applies to an unlimited number of installations within the company?

Depends, large companies can be multi-nationals. In that case, the legal entity from country to country is different, and we require distinct licenses.
If this is not your case, it would be legal to stick to a single license.
However, in our experience, we had many large companies that prefer buying one license per project, and they need to keep it like that because with multiple teams using the support, they easily exceeded the quota of 2 priority support request per quarter and buying more would mean go through software procurement once again (weeks).
Another solution we once reached was that they buy 3x licenses, and get unlimited support.
